About NetSifr Foundation

A Pakistan-focused platform for the hard part: implementation.

The Foundation exists to close the gap between climate ambition and climate delivery in Pakistan, through evidence, institutions, communities and capability.

Vision

A climate-secure Pakistan, where governance, science and community act as one.

Pakistan contributes little to global emissions and yet sits among the most climate-vulnerable countries in the world. The distance between what climate science knows, what policy promises and what communities experience has grown wide enough to require a credible, locally rooted institution to help close it.

Evidence

We produce and translate research on the climate questions most consequential to Pakistan, in formats decision-makers will read.

Institutions

We work to strengthen the systems through which climate policy is designed, implemented and monitored.

Communities

We centre the people most affected by climate decisions, and treat their experience as evidence, with consent and care.

Capability

We help build the human capital the transition requires, from students and educators to working professionals.

One identity, two arms

Why we operate as two organisations.

NetSifr is a single institutional identity operating through two legally and financially distinct organisations, following the model used by leading climate institutions internationally.

NetSifr Foundation

The not-for-profit heart: research, public knowledge, literacy and policy engagement, released openly as public goods.

Net-Sifr (Private) Limited

The professional advisory arm, serving institutions on a fee basis. Its surplus helps fund the Foundation's independent work.

The firewall

A single organisation cannot credibly critique a disclosure on Monday and sell a report on Tuesday. The separation protects both.

One direction of funding

Commercial surplus flows to the mission. The mission does not exist to generate commercial clients.

Public accountability

Institutional voice. Named accountability where it is required.

At this launch stage the Foundation publishes under an institutional byline while its panel is still forming. A named editor is accountable in the review record for every piece and for corrections, and named authors and reviewers will be disclosed as credentialed contributors join and where their role is material.

How work moves

Whether the output is a public guide or a research note, the discipline is the same: define the audience and decision, trace the evidence to primary sources, apply proportionate review, disclose AI assistance honestly, and keep responsibility for the final judgment.
